This study analyzed the efficiency of social project implementation in Junín-Perú (2019-2023), applying the cost-effectiveness methodology within the Invierte.pe framework. A mixed-methods approach was employed, combining documentary analysis of technical files in education, health, and food security with quantitative methods (correlation, regression, and covariance) and the input-oriented Data Envelopment Analysis (DEA) model. A total of 754 projects were evaluated, revealing that 99% were inefficient, with a global technical efficiency index of E₀ = 0.007. The results showed a positive correlation between costs and beneficiaries, and a negative relationship between efficiency and gap reduction, highlighting weaknesses in planning and execution. The findings indicate that the systematic application of cost-effectiveness, complemented by DEA, allows for the identification of critical areas for improvement, resource optimization, and strengthened social impact. This study provides empirical evidence supporting the institutionalization of ex post evaluations within Peru’s public investment system.
