Introduction: The problem of energy security has already been addressed from a multidimensional approach, but always associated with a geopolitical, national security or sovereignty issue. Internal security during neoliberalism represents a process of inflation of the penal system. Thus, energy security, even from a multidimensional approach, is blurred if an approach that criminalizes those who self-manage access to the rights to adequate life and housing, to energy and to the city predominates. Objective: The main objective of this article is to propose a new way of understanding the problem of energy security, taking it from a watertight concept to a pendulum between "security/insecurity" that serves to weigh the degree of enjoyment of these rights. Methodology: For this purpose, housing fires between 2018 and 2023 in a city of 640 thousand inhabitants (Salta, Argentina) were collected, analyzed and systematized, and this information was crossed with data from the National Registry of Popular Neighborhoods and the Municipality of Salta. Conclusions: This allowed concluding that reappropriating "energy security" as a shield to guarantee access to rights is a fertile ground not only for academic purposes, but also for legal, social and political ones.
