Ha sido objeto frecuente de diferendos o controversias entre naciones y Estados por su dominio, que la literatura denomina bio-política o hidro-política, y que aquí denominaremos hidro-hegemonía. El objetivo del artículo es identificar asimetrías de poder en la cuenca del río Mekong por parte de China, para contribuir al debate académico sobre las estrategias hidro-políticas del país asiático hacia sus vecinos ribereños. Nos basamos en el estado del arte sobre las asimetrías de poder fundamentadas en el recurso hídrico, poniendo el acento en las relaciones desiguales de poder entre Estados ribereños y discutiendo la hipótesis de la guerra del agua. Concluimos que China rechaza compromisos vinculantes cuando estos pueden colisionar con sus interesas nacionales de abastecimiento y control sobre el recurso hídrico en la cuenca del río Mekong.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Water has particular connotations, intrinsically related to a series of asymmetries over its control. It has been the subject of frequent disputes or controversies between nations and states over its domination, which the literature calls bio-politics, hydro-politics or, as we will call it here, hydro-hegemony. The objective of the article is to identify asymmetries of power in the Mekong River Basin by China, contributing to the academic debate on China's hydro-politics strategies with its riparian neighbors. We will methodologically support this research in the state of the art on power asymmetries based on water resources, emphasizing the unequal power relations between riparian states and discussing the hypothesis of the water war with the intention of introducing basic concepts of hydropolitics to a Spanish-speaking audience. The conclusions offered by this research arrive, once the geopolitical importance of water is discussed, at unilateralist approaches by China, rejecting binding commitments when these may collide with national interests of supply and control over the water resource in the Mekong River Basin.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo A água tem conotações particulares, intrinsecamente relacionadas a uma série de assimetrias sobre seu controle por parte de seus usuários, e que muitas vezes têm sido objeto de disputas ou controvérsias entre nações e Estados pelo seu domínio, o que a literatura denomina como bio-política, hidro-política ou, como chamaremos aqui, hidro-hegemônia. O objetivo do artigo é identificar assimetrias de poder na bacia do rio Mekong pela China, contribuindo para um debate acadêmico, sobre as estratégias hidro-políticas da China, com seus vizinhos ribeirinhos. Apoiaremos metodologicamente esta pesquisa no estado da arte sobre as assimetrias de poder, com base no recurso hídrico, enfatizando as relações desiguais de poder entre estados ribeirinhos e discutindo a hipótese da guerra da água com a intenção de introduzir conceitos básicos de hidro-política, a um público de língua espanhola. As conclusões oferecidas por esta pesquisa chegam, uma vez discutida a importância geo-política da água, nas abordagens unilaterais da China, rejeitando compromissos vinculativos quando estes podem chocar com os interesses nacionais de abastecimento e controle dos recursos hídricos na bacia do rio Mekong]]></p></abstract>
