Esta rivalidad reduce los márgenes de maniobra de la región. Objetivo: en este artículo se analiza cómo esa competencia estratégica constriñe el margen de maniobra de los países latinoamericanos, con el propósito de identificar las estrategias adoptadas frente a esta rivalidad y las condiciones bajo las cuales es posible preservar cierto grado de autonomía. Metodología: el estudio se apoya en dos marcos teóricos complementarios: la teoría de la transición de poder y la literatura sobre estrategias de cobertura (hedging), para caracterizar cómo los países latinoamericanos gestionan riesgos y oportunidades. A partir de una metodología cualitativa, se analizan tres estudios de caso en sectores estratégicos: infraestructura (Puerto de Chancay en Perú), tecnología (despliegue de 5G en Brasil y México) y seguridad/defensa (cooperación China-América Latina y respuestas de Estados Unidos, el caso ECU-911). Conclusiones: se argumenta que, aunque la rivalidad tiende a restringir el margen de maniobra regional, varios países latinoamericanos han implementado estrategias de cobertura que les permiten extraer beneficios de ambas potencias sin asumir alineamientos rígidos. La agencia latinoamericana persiste, pero está cada vez más condicionada por el interregno del actual momento de transición del orden internacional.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract  Introduction:  Strategic competition between China and the United States is changing the global order and redefining the foreign policy options for Latin American countries. This rivalry reduces the region's room for maneuver. Objective: This article analyzes how this strategic competition constrains the room for maneuver of Latin American countries, with the aim of identifying the strategies adopted in response to this rivalry and the conditions under which it is possible to preserve a degree of autonomy. Methodology: The study draws on two theoretical frameworks: power transition theory and the literature on hedging strategies, in order to characterize how Latin American countries manage risks and opportunities. The article uses a qualitative methodology and analyzes three case studies in strategic sectors: infrastructure (the Port of Chancay in Peru), technology (5G deployment in Brazil and Mexico), and security/defense (China-Latin America cooperation and US responses, the ECU-911 case). Conclusions: We argue that although rivalry tends to restrict regional room for maneuver, several Latin American countries have implemented hedging strategies that enable them to benefit from both powers without rigidly aligning with either. Latin American agency persists, but it is increasingly conditioned by the interregnum of the current transitional moment in the international order.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo  Introdução:  A competição estratégica entre a China e os Estados Unidos está remodelando a ordem global e redefinindo as opções de política externa dos países latino-americanos. Essa rivalidade reduz a margem de manobra da região. Objetivo: Este artigo analisa como essa competição estratégica restringe a margem de manobra dos países latino-americanos, com o objetivo de identificar as estratégias adotadas em resposta a essa rivalidade e as condições sob as quais é possível preservar um certo grau de autonomia. Metodologia: O estudo se baseia em duas estruturas teóricas complementares: a teoria da transição de poder e a literatura sobre estratégias de hedge, para caracterizar como os países latino-americanos gerenciam riscos e oportunidades. Utilizando uma metodologia qualitativa, são analisados &#8203;&#8203;três estudos de caso em setores estratégicos: infraestrutura (o Porto de Chancay, no Peru), tecnologia (implantação do 5G no Brasil e no México) e segurança/defesa (cooperação China-América Latina e respostas dos EUA, o caso ECU-11 de setembro). Conclusões: Argumenta-se que, embora a rivalidade tenda a restringir a margem de manobra regional, diversos países latino-americanos implementaram estratégias de hedge que lhes permitem se beneficiar de ambas as potências sem assumir alinhamentos rígidos. A capacidade de ação da América Latina persiste, mas está cada vez mais condicionada pelo interregno do atual momento de transição na ordem internacional.]]></p></abstract>
