Higher Education Institutions fulfill the function of strengthening the link with the community, therefore, it is a process that depends on the state, in this research it aims to describe the synergy that must exist between the state, the university and the community, established using the triple helix model. The study focused on describing the state of the relationship with the university community in Ecuadorian and European cases, a legal, technical and strategic analysis was carried out and, in addition, it analyzes the Higher Education Institutions of Ecuador and compliance with legal regulations. The methodology that was applied is of a documentary type, especially working with documents of legislation, decrees, statutes, social or legal prescription. The research concludes with compliance with regulations aimed at linking with society, considering the active entities in the process, such as the strategic alliance between the State, University and Community.
