The present investigation is developed in the teaching and learning process of the English in the Sucre Institute (ITSS) of Quito City. In this context, it is inquired about the appropriate pedagogical-technological means to improve the teaching and learning process of the English language in the second semester of the ITSS. The general objective is to elaborate an English II teaching and learning guide using the eXeLearning tool and Web 2.0. It is a descriptive study, located in the quantitative approach, whose importance lies in the fact that learning the English language, in a globalized world, expands the possibilities of communicating better, and facilitates access to employment and educational opportunities that help improve the quality of life. With the theoretical referents, the results of the diagnosis and the support of the eXeLearning tool and the Web 2.0, it has been possible to develop a teaching and learning guide for English II. This guide has been implemented in an easily accessible website for students and teachers. Finally, the guide was subjected to an initial validation process using the criteria of specialists in the educational and technological field, who valued it in a positive way.
