Precariousness in the housing fund is one of the emerging problems in the Cuban municipal context, high level of overcrowding, peripheral settlements have grown due to illegal migration, generally, from the countryside to the city. The Cuban demographic structure has been changing, a process that has unleashed an aging population in a progressive manner. It is important, from this reality, that the conformation of the urban - territorial projects develop with a disciplined approach; the intervention of sociology and other Social Sciences in urban management are decisive to generate processes of social equity based on the diversity of options and possibilities of citizens, taking the opportunities offered by the current context and active participation of the population.

The article synthesizes the results of the exploratory research carried out in the city of Santa Clara in 2014, with the objective of characterizing socio-spatial inequalities as a result of habitat manage- ment, using as sample three settlements, which identify the periphery, the intermediate zone and the city center: Los Sirios, Centro and Vigía-Escambray. It is part of the studies carried out in the Urban Development and Habitat Research of the Department of Sociology of the Central University “Marta Abreu” of Las Villas. It was carried out through the methodological convergence of several methods and techniques such as document analysis, non-participant observation, population survey, interviews with specialists and experts, interviews with stakeholders.
