The present study seeks to verify that the bidders of the construction bidding processes tend to reduce their bid budgets with the intention of obtaining a better qualification, increasing their probability of being awarded. It is considered that a decrease in the capital would lead to a reduction in the quality of the materials used in the construction stage, having a negative impact on the final quality. A data survey was carried out on all the bidding processes for works that were published on the SERCOP portal. This sample was classified into quartiles according to the amount awarded, with quartile 1 encompassing the processes awarded to the lowest bid and quartile 4 encompassing the processes awarded to the highest bid, to correlate the quality of the works two surveys were applied, one addressed to inspectors and another to the users of each work, hence, according to the quartile that each process belongs to, it was observed that there is a tendency to award the processes with the lowest offer as long as it complies with the guidelines of the best cost. With the Pearson correlation coefficient, it was identified that there is a very low positive correlation and in zone 3 of the country it is observed that the impact of awarding the bidding processes for works to the bidders with the lowest budget has very slight relevance in the final quality of the structure.
