Abstract

The influence caused by technological advancement, especially digital resources, is well known in the field of public administration. Its use has resulted in greater communicational fluency, operations interaction, online administrative systems, among others. Latin America does not get away from the highly beneficial impact of digital activity in terms of forms of government. The purpose of this research is to carry out an analysis that contributes to the debate on the role that digital government has been playing, also known as electronic government, specifically the new paradigm of public management: Open Government, specifically in Latin America. The type of research is based on documentary, descriptive and explanatory one, as well as, given its specificity, it is a quantitative and qualitative research; on the other hand, the methodology is scientific because it starts from a problematic situation and the setting of objectives. The discussion revolves around the contribution that digital government provides in the communication and transparency of governance, which yields results on a new worldview of public administration, determining conclusions that conclusively contribute on the use of this type of digital tools that energize and strengthen open government. The reference for analysis is the Obama´s open government in the USA and Rafael Correa´s government in Ecuador.
