This approach provides an insight into how regional management of municipal discharges can be modeled with special attention to the organic concentration of municipal wastewaters. Emphasis is placed on the construction, definition and conjugation of public policy based on models which account for the behavior of wastewater quality parameters that reflect the complexity of the ecosystems considered within the framework of the biological megadiversity that characterizes Ecuador. The analysis is based on the evidence provided by studies carried out by degree testers of different engineering careers in several public universities in the country. The studies give an account of the measurements performed in wastewater treatment plants at different stages on quality evolution of regional receptors. The modeling thus obtained also allows to run the performance of Residual Water Treatment Plants at the Regional Autonomous Governments, GADS. It also accounts, for multiple actors who will take advantage of the public offering on each of the receiving ecosystems with a unique operating system to be fed from different databases, as is the intention of the digital government in Ecuador.
