A capability is a quality or circumstance of being able to efficiently perform an action, activity, fitness, or effectiveness. This is an aptitude or talent that sets someone up for the proper exercise of something. In this sense, different types of capacities have been identified; one of them is social capacity. This concept covers the generation and development of knowledge on key issues, including climate information, information on vulnerability or building resilience in different systems and sectors and the recovery of traditional practices. Based on a descriptive, exploratory and qualitative-quantitative methodological perspective, this research aims to address the social capacities of families in the urban area of the Chone canton, Manabi province, facing physical vulnerability to the threat of flooding. It is based on the idea that this capacity constitutes a relevant and relevant articulator axis for the development of public policies and their impact on the reduction of conditions of vulnerability, both in the social and economic systems, as in strengthening the resilience of ecosystems and natural capital. As a result of this work, it is established that the incorporation of social capacities in municipal planning promotes new forms of active participation where society is included in the whole formulation process, implementation and evaluation of public policies for adaptation and climate change. Therefore, it is concluded that a capacity of this type contributes to energize systematization, articulation and linkage of knowledge with decision-making in a Decentralized Autonomous Government (GAD) as contemplated in the present study.
