Education is a strategic factor in the economic, social and political development of the country. Therefore requires institutions that provide a service to the needs of society, they will form new generations, so it must develop the skills needed so that they can assume efficiently and responsibly the commitments demanded by the society of the 21st century. In this context, the theme of higher technical education is appearing today in various discussions of the Latin American social world, various social actors after years without mentioning a word about this area, have come out claiming it as an option real so that young people and adults can access to better living conditions. This text is a theoretical approach which is conceived as the vocational technical education to perform certain occupations and skilled trades that do not require high-level scientific or theoretical bases and focuses on the capacity-building practical and operational events seeking its transformation and improvement through learning by practice, the tradition and the trial and error to generate new knowledge. Educational technology is part of higher education, which aims to train highly qualified human resources to develop technology and innovate.
