This article aims to know the influence of public procurement in the fulfillment of strategic planning, especially if it is carried out effectively. In this sense, the theoretical contributions located were meticulously and evaluatively analyzed, evaluating and synthesizing each one of them to describe public procurement that acts as a tool within public management. As well as the effectiveness within the management of public procurement, the importance of this and the factors that affect effectiveness. On the other hand, the strategic planning that is established as an instrument of public management is also analyzed, thanks to its use, entities can plan and establish activities programmatically for the fulfillment of objectives and goals, hence its importance. Finally, we have the conclusion where it is mentioned that public contracting acts as a tool and strategic planning as an instrument, both actions complement each other within public management, since it depends on the effectiveness of the contracting for the fulfillment of the objectives set out in strategic planning.
