Universities, having complex structures, face great challenges and organizational challenges on a daily basis; however, they must be aligned to a referential regulatory framework provided by the state. The legal framework is the mechanism through which educational work is supported at all levels, including university education; this being the horizon of action of any country to be able to plan, coordinate, execute and evaluate the quality of the higher education system. In the case of Argentina, the Higher Education Law (LES) has been frequently revised and analyzed without capitalizing on significant changes in it. The objective of this research is to carry out a review of its purposes, structure and objectives and to start from global trends in how many public educational policies and successful management models propose changes to it.
