The present article starts from the descriptive research that aimed to know the current situation of the architectural heritage in Portoviejo, to delimit the urban area that has a high historical, cultural and landscape value in relation to the existing heritage properties and of greater relevance, by calling this space the Traditional Central Core. The conservation status of this built heritage was analyzed, by delving into what happened after the earthquake on April 16, 2016, its incidents and the mechanisms of action against the disaster. The current complex legal and regulatory situation by regarding architectural cultural heritage in Ecuador was studied, and the possible implementation of new tools or instruments such as the Catalog of Protections, not yet contemplated in this country for the protection of built heritage, such as a mandatory figure in the regulation on cultural heritage and urban planning. This instrument for the protection and management of architectural heritage aims to articulate in a coherent way the conservation of the built heritage, through the regulation and control of acts of intervention, focused on their preservation and maintenance; by preventing the disappearance or inappropriate transformation of real estate, urban complexes and spaces with relevant values and attributes for the canton.
