Today companies give attention to the management of human talent as a means to improve processes. This investigation has the objective of proposing a performance evaluation as a change generating process for the Municipal Property Registry Company of Manta. The methodology applied in the research is exploratory, descriptive and correlational. Having as results the proposal of a performance evaluation model, which consists of four phases that are the identification of elements to be evaluated, weighting the factors, evaluation of parameters and evaluation scale. The application of this performance evaluation model allows the Municipal Property Registry company of Manta to improve user service processes, creating an organizational climate that motivates officials.
