Abstract

This study aims to identify and analyze the historical, physical, socio-economic and political factors that affect the urban-social recovery of the historical and commercial center of the city of Portoviejo, post-earthquake of April 16. 2016. A documentary review, field work and focus groups were carried out, in order to understand the social and spatial effects caused by the tremor, as well the perception of the community regarding future actions and projects, for the proposed of strategies that foster the city's resilience. From the study carried out it can be concluded that Portoviejo is a city inscribed in risk and vulnerability. Most of the buildings that collapsed were those that did not have a correct structure, so the new buildings must comply with the technical earthquake resistant standards. Post-earthquake housing plans have generated segregation; likewise, there are still projects that must be reactivated in the commercial center of the city, which is one of its driving axes. The key to build resilient cities focuses on territorial planning where society must be the priority.
