Abstract

The objective of this article is to highlight the competences granted to the General Comptroller of the Republic of the States of Peru and Ecuador, mainly those related to the management control in the institutional performance of the public administration, emphasizing that it is a system dynamic and important for the achievement of organizational goals represented by the efficiency, effectiveness and quality and transparency with which activities are developed to achieve the objectives and goals that seeks to satisfy a population. A qualitative methodology will be applied taking as a tool the analysis through a review of different bibliographical sources that include articles, documents and books related to the topic. According to the current regulations of both countries, a confrontation will be carried out, evidencing if their faculties are parallel, considering that both States are associated with supranational organizations; demonstrating the development or regression in the control of public management and the control actions carried out, starting with the 2008 Constitution (Ecuador) and 1993 (Peru); and, its amendments (2015) and the sanctioning disciplinary power granted to the Comptroller of the Republic of Peru, (2011) for serious and very serious faults for functional administrative responsibility of public servants. In the last part of the paper, conclusions and an exploratory bibliography of the subject are presented.
