ICTs achieve a profound change, not only related to the production side but also in the social structure that countries have. The University makes huge efforts to achieve the introduction of advances in science and technology to development of education, especially with the incorporation of Information Technology and Communications, the participation of universities is also present in development economic and social development of Ecuador, which every day becomes more evident and effective; taking into account the challenges facing society and raised to the technological innovation in the creation of the knowledge society, precisely because of this the studied subject is Science, Technology and Education .Superior Ecuador, applying the dialectical method which allowed to find the philosophical, political and legal framework that supports the significant contribution of the State which in turn conceives the ES as a key player for the rights of Ecuadorian society are met, in particular communication and information.
