This article examines reforms to the Organic Electoral and Political Organizations Law (Democracy Code) (in force since February 2020( and how they reshaped the Ecuadorian electoral system in the 2023 subnational elections. To this end, it addresses the form of candidacy, form of voting, constituencies (types and sizes) and seat allocation formula. The study compares the 2023 elections with those of 2014 and 2019 through National Electoral Council (CNE) official documents and databases. From a normative standpoint, the 2020 reforms strengthened the descriptive representation of women and youngsters through an incremental quota policy, directly impacting the quality of participation in the presentation and registration of candidacies for local governments. Concerning the proportional representation of the electoral system, the scope of the reform was limited due to small territorial constituencies.
