The BVM program goal is to improve inhabitant’s living conditions through the employment of local labour in infrastructure works and public services. This study applies methods such as Difference-in-Difference; Propensity Score Matching and Double Matched Difference in a sample of 27,720 properties, the data was obtained from the Project Execution Department (UEP), and the Appraisals and Cadastres Department (UAC) of the GAD Cuenca. The results show that, on average, the properties had a 7% and 4% increase of in the value of the square meter of built area respectively.
