This article examines the factors that positions federal units in Mexico whether in leader or lagger situations in relation to the General Law of Climate Change. With that end, this research reviews state instruments concerning climate policy and carries out a comparative qualitative analysis. Within the context of multilevel governance and Mexican federalism there is a gap between successful units that have communicational, organisational, and procedural tools that contribute to fight climate change effects and those that face difficulties and low performance. The State’s capacity to take an effective role in climate policy depends on the kind of collaboration and cooperation among institutions and the delegation of political responsibilities.
