This article argues that the fifth power of the Ecuadorian State, the Council of Citizen Participation and Social Control, is politicized. This situation would cause, on the one hand, problems of an organizational nature within that power and, on the other, it would imperel the legitimate exercise of the right of every citizen to participate in public decision-making. This work, which reviews the right of citizens to participate on public matters and the consolidation of this council as a bureaucratic and organizational apparatus in Ecuador, reviews experiences in Latin America. In addition, carries out a historical analysis on citizen participation and also identifies the main effects of politicization in Ecuador. The implemented methodology uses historical comparisons and qualitative data, during three periods of bureaucratization of citizen participation: 1997-2008, 2009-2017 and 2018-present.
