Abstract

This article analyses the public policies implemented by the Colombian state in relation to the rights of the Afro-Colombian, Black, and Palenquera population in as much a different ethnic group. The persistence of historical and structural shortcomings shows the failure of the Colombian state in the application of these policies, especially concerning chapters IV, V and, VII of Law 70 of 1993 that constitute the core of territorial actions, those environmental and socio-economic measures that must be implemented to protect the this community’s cultural realm. These problems are not specific to the Pacifico region, other regions such as Caribe and the inter-Andean valleys also show a poor progress in regard of land titling. Methodologically, the article is based on the organizations’ internal documents, bibliographic sources and the testimonies of participants in events such as congresses, workshops and seminars of the Afro-Colombian social movement.
