The purpose of the study is to propose, from Ricoeur's hermeneutics, how the trend towards development, framed in the law that bears his name, has been validated by different instruments such as the right to technology transfer and international technical cooperation for its realization and the transformation of society towards a higher state: the knowledge society. Thus, taking Žižek as an expositor of the critical theory of modernity, and making an outline with respect to the aforementioned categories, the demonstration of the overlap raised with respect to the instruments of realization of the right to development is sought, giving a transfiguration in cooperation, that is established as an ideological apparatus of capitalist hegemony originating North-South interference and self-referential discourse that, under the specter of ideology, makes the difference between the 'new' and the 'old' impossible, generating situations that are typical of the contradictions of (pos)modernism where the transfer of technologies achieves effects contrary to those expected and presuppose the evolution of society towards the transnational State.
