Since the beginning of the post-Cold War, the agendas of both cooperation for development and security were subject to change. This took place in order to satisfy international donors’ demands for an alternative and inclusive understanding of security issues in the field of international development assistance. In this way, this article addresses in which ways did the genesis of the interaction process between security and development took place in the field of international cooperation. Therefore, based on the bibliographic material and the available empirical evidence it carries out an analysis taking the period between the mid-1990s and the following decade. It concludes that due to introduction of the new aid paradigm it became possible to legitimize the link between international cooperation programs with security objectives, allowing the formulation of development projects focused on transforming the police and the military, what was to be known as the security sector reform (SSR).
