RUIZ ACOSTA, Miguel Arnulfo. Ecuador: Productive and industrial development under “La Revolución Ciudadana”, an essay in post-neoliberal key. E&c [online]. 2018, vol.2, n.7, pp.155-177. ISSN 2477-9245. https://doi.org/10.37228/estado_comunes.v2.n7.2018.86.
This article focuses on public policy schemes designed to promote the industrial and productive sectors by the Ecuadorian government of the self-proclaimed Citizens’ Revolution, between 2007 and 2015, in order to evaluate both their successes and limitations. Besides providing a broad overview of these policy schemes, this work will also address some specific aspects regarding: the sectorial policies designed to transform the productive matrix in the country; agricultural policies oriented towards import substitution and the promotion of exports and other policies regarding strategic import substitution development. The research reported shows that, inspite the inconsistencies of these policy schemes, the Ecuadorian move towards a neodevelopmentalist alternative was capable of reversing, to varying degrees, many of the grave tendencies that characterized the historical period that preceeded these efforts, such as the abandonment of a national development project and the regulatory capacities of the state apparatus in the management of economic affairs.
