This study analyzes the economic foreign policy of China towards Latin America and the Caribbean through the nature of Sino-Latin American trade relations, as well as the pattern and behavior of Chinese Foreign Direct Investment (FDI) in the region. Based on data and statistics up to the year 2013, this work reviews the debate over whether these impacts been positive or negative for the region. Once the economic structure of Sino-Latin American relations has been clarified, this study argues that the countries that emphasize the positive economic impacts of China have been overly optimistic and alludes to a center-periphery situation where Chinese competition in manufacturing products are cornering Latin American into specializing on primary products. This situation is further exacerbated when most Chinese FDI’s are earmarked for extracting primary goods.
