Abstract

Since september 11 of 2002, there has been, worldwide, a turnback to the security concept based on military actions. The events that happened in the Colombian-Venezuelan frontier, since august of 2015 are the reliable fact that the world order and the regional ones still activates their military mechanisms as a first order security strategy. The regional integration and cooperation is threatened by the frontier skirmishes that militarized this areas. Nevertheless, the serious thing about this situation is not only the repercussion in integration, but the serious violations to the human rights as a result of this military actions. The answer ain´t easy, it can have several mechanisms, most of them need a strong institutional structure, which most countries or the region lack off these days, most of them have been adequated to the influence of their main leaders, putting the actors first and then the institutional structure.
