Resumen

COLMENARES-ZAPATA, Alexis José. Influence of UNEP on the redefinition of public forest policies in Ecuador (2008-2014). E&c [online]. 2017, vol.2, n.5, pp.23-36. ISSN 2477-9245.  https://doi.org/10.37228/estado_comunes.v2.n5.2017.51.

In 2008, Ecuador assumed a new model of public policy guided by the principles of Good Living whose postulates are opposed to the green economy and environmental market mechanisms. However, between 2008 and 2014, the Ecuadorian government linked the Good Living and the green economy through the promotion of mechanisms for Reducing Emissions from Deforestation and Degradation of forests in developing countries (REDD). The article analyzes the interrelation of these two paradigms for the redefinition of the Ecuadorian public forest policy. The objective is to consider the role of the United Nations Environment Program (UNEP) in the redefinition of forest policies in the country and its relationship with the beliefs of policy-makers. The findings show that through the power and authority of UNEP, and with strategic partnerships with other agencies, the influence was exerted on diffusing ideas about the green economy in Ecuador. This diffusion is also seen driven by the belief of decision maker in the efficacy of environmental markets.

Palabras clave : Good Living; green economy; UNEP; forest governance; Ecuador; REDD..
