Abstract

The University of Cuenca started implementing participatory budgeting in 2022 through a pilot experience in the Faculty of Economics and Administrative Sciences (FCEA), using participatory methodologies for research and social action. This article analyzes the innovations introduced in public and administrative management that this process entailed, as well as the nature and viability of the proposals presented and approved. It also studies the institutional adjustments required for the implementation of participatory budgeting and its impacts in terms of democratization of management. Regarding the results, the process achieved significant achievements not only in terms of participation, proposal, voting, and process management, but also in improving the democratic quality of a public institution. As a result, the expansion of participatory budgeting to other university entities and its consolidation as an institutional policy is projected, to the extent that the following year it was extended to new 6 faculties.
