Abstract

The Ecuadorian prison crisis evidenced the ineffectiveness of prison policies that allowed the progressive transfer of control of prisons to criminal groups, resulting in the intensification of human rights violations and leading to massacres and other types of violence that, overcoming the walls of the prison, spilled over into society. Both Ecuadorian and international regulations, as well as theoretical-conceptual frameworks, propose the inclusion of prisoners at the representation level of citizen control as a mechanism for exercising rights and improving public interventions. The objective of this article is to reflect on the importance of creating effective participatory processes in the design of public policies related to the social rehabilitation system that includes the voice of prisoners; there are results in Latin American countries such as Colombia and Uruguay, the regulation of participation being a relevant element to avoid corruption of the system.
