Abstract

This research analyzes the impact of the Human Development Bonus (HDB) on school enrollment, using the Discontinuous Regression technique on data from the National Survey of Employment, Unemployment and Underemployment (ENEMDU) of 2009. The results indicate that there is no effect of the HDB on school enrollment, considering attendance at primary, secondary and overall school attendance. One possible explanation for these findings is the weak or no implementation of controls for households to send children to school. These results show the need to carry out impact evaluations in this type of programs, from the State, to account for the effects in the medium and long term and improve the implementation of these programs.
