The aim of this paper is to describe the events that have arisen around the "El Zapotillo" dam and analyze them through the institutional analysis and development framework (IAD) of Elinor Ostrom, in order to examine the viability of the project. Press sources, technical reports, government documents and the Official Gazette of the Federation (DOF) were reviewed in order to identify the main events related to this project. As a result, elements were found that explain the reasons why the project has not materialized. The dam generates many doubts and uncertainties. A complicated legal situation makes its completion technically and politically unviable, at least for now.
