This essay attempts to answer the question of how governments could change a development path for insertion into a dynamic in the world capitalist economy? The approach considers discuss three basic elements: the role of the state, a trained bureaucracy and the actions and policies that generate innovation and economic development. Such elements are raised discuss necessary for planning the state.
