The feasibility of implementing an 824,86 MW photovoltaic plant in the area of the ”Eloy Alfaro” Pacific Refinery project in El Aromo, province of Manabí, Ecuador, was analyzed. The area, solar resource, regulations, requirements, design components and budget were studied. With the RETScreen Expert software, the financial and environmental parameters of the project were evaluated, confirming its profitability with sales profits of 190,93% at residential rates or 889,55% if it is commercialized according to CONELEC 004/11 regulations. The projected cost of electricity generation is 0,045 to 0,054 USD/kW h, covering a 10-year demand of 894,68 GWh. The project exceeds 4,12 times the minimum installed capacity of a plant to be built in the area and reduces 35,11% of the cost generated per kWh. If implemented, it would be the first plant of greater power at the national level and the third in Latin America.
