This paper proposes a theoretical model to motivate the development of innovation in the university context for its possible implementation at the Catholic University of Cuenca in Ecuador. The main reference for this proposal is the open innovation model of the Universidad Oberta de Catalunya, whose fundamental pillar intercepts three axes of innovation: teaching, technological and organizational. The model contemplates a systemic vision of innovation and covers a field of action called "top down" or "bottom up" within the organizational hierarchical pyramid, and is also transversal to the entire organization, i.e. its level of application covers all areas, helping to mitigate the duplication of functions and efforts. For implementation capacity to exist, it is necessary to have organizational and functional structures that enable interaction, which implies the articulation of innovation between strategic and operational levels, passing through the tactical level. In the case of the Catholic University of Cuenca, a linkage is proposed from the Rector's level through the management of the Innovation Processes Directorate of the Rector's Office; functions and processes are outlined for this directorate.
