The article determines the historical route of irrigation in Ecuador, the modalities of administration of the Tabacundo irrigation ditch and the beginning of the Cayambe Pedro-Moncayo Irrigation Project in the 20th century. The implications of the problematic management of the irrigation service in this territory are established, within the framework of changes in legislation and institutionality, and a national economy dependent on international markets. The two models of administration of the Tabacundo irrigation ditch applied during the last century (public community modality and local public modality) as well as the modern project of the 1970s determine their own characteristics and specificities that respond to the development of dairy agribusiness and floricultural exports. The conflicts over water resources, at the end of the 20th century, for the local public modality of the Tabacundo irrigation ditch are recognized. Faced with the different irrigation consumers, the system received some encouragement with the financing and the start of construction of the Cayambe-Pedro Moncayo Irrigation Project.
