Abstract

There is a growing international tendency to impose a new model of mobility, based on the idea of the public as a complex entity, the goal of increased access and futuresustainability instead of the old model with its ideas of a public composed of individuals, the goal of speed and increasing consumption. This attempt to change the mobility paradigm implies a fight for public opinion and the terms of the debate by political actors. This article seeks to understand, through the concepts proposed by the theory of discursive institutionalism, how the communicative discourse of the city of Quito in the period 2010-2014 shows an advance towards the gradual incorporation of the ideas of the new mobility model into the official discourse.
