A national and international level is increasing concern about the deterioration of the environment, decreasing the quality of human life and degradation of biophysical development support. In this context the inalienable responsibility of States to ensure the care of the environmental conditions and natural resources in order to preserve and improve the lives of populations is emphasized. One of the themes that make the state environmental management is the management of municipal solid waste (MSW). This article refers to the environmental management of USW Local Government Department Chimbas, San Juan province, Argentina, during the period 2011/2015. This was the subject of the project as part of an internal research grant awarded by the Council for Scientific Research, Technical and Artistic Creation (CICITCA) of the National University of San Juan (2013). Methodologically research involved an observational, descriptive and explanatory study on the legislation, policy and institutional variables. We worked with primary data collected from interviews with officials and residents surveys; and secondary data gathered in the national, provincial and municipal environmental legal regulations, management plans of national and provincial RSU.
