Due to the lack of research to evaluate the agricultural policy at local level, the following work aims to analyze the public program “Agricultural Packages” for the production of maize in Ciudad Arce (El Salvador) for the 2013-2016 period. In order to do so, the systematization of experiences approach is employed. The axis of systematization was the process of exclusion/inclusion of farmers from the public registry of beneficiaries. To develop the following article, extensive fieldwork was implemented and interviews were conducted to 82 farmers in the municipality. Although this represents a non-probabilistic sample, it is considered to adequately capture the diversity of local farmers, since it counted with the participation of producers from every neighborhood in the municipality. Among main findings, it is highlighted the existence of a deficit of knowledge regarding requirements needed to become a beneficiary, uncertainty about the causes of exclusion and problems when registering in the public beneficiary’s database. Given these findings in Ciudad Arce, the text ends up pointing public policy challenges and highlighting opportunities for the program improvement.
