What motivated the development of the research that had as a problem the deficiency in the inclusive education of children with low vision of the Light Program of the Dr. Oswaldo Loor Foundation; the deductive- inductive method was used, making use of the survey instrument, applied to the authorities, teachers, specialists and parents of families of the Foundation. It was shown that inclusive education affects the teaching and learning of children with low vision problems, as well as the importance of teaching materials to facilitate the teaching-learning process, through the manipulation and observation of these, allowing to discover the characteristics of objects, such as, for example: textures, sizes, shapes, among others. As results, the proposal of a training plan for the elaboration of didactic materials according to the special educational needs of low vision was proposed.
