Abstract

In this interview, the former Special Rapporteur for Freedom of Expression of the IACHR, Catalina Botero Marino, analyzed the relationship and influence of different non-state actors in relation to this right. Based on her experience with Facebook's Oversight Board, the expert commented on the need for companies to commit to assessing the impact of their decisions on human rights. She also examined, based on a specific case framed in a non-international armed conflict, the link between the declassification of reserved information for national security reasons and freedom of expression. Finally, she identified patterns that authoritarian governments in the region have shown when limiting the right to freedom of expression, as well as the criteria of human rights protection organizations, such as the IACHR, in this regard.
