Summary Public services in Cuba and health within them, is a topic that is rarely addressed from the point of view of Law. The recent promulgation of the Constitution and the extensive medical collaboration of Cuba with other countries in the region are enough incentive to investigate the legal treatment of public health in Cuban legislation. We start with a brief introduction that gives us generalities about public services. We then respond to the question "right or public service" to continue defining the structure, operation, management of expenses, citizen participation in management and perception of the quality of public health in the Caribbean country.
