The conditional cash transfer program Human Development Bonus in Ecuador has made it possible to extend the coverage of the social protection system to families living in poverty, giving importance to care work in the construction of human capital. Although women have gained greater visibility and have been significantly included under this scheme, their insertion has not generated ruptures with traditional gender assignments within the household and society. How can non-contributory social protection be reimagined to reduce gender gaps and include women in a meaningful and transformative way? This article addresses this question with an institutional discussion of the limitations of the current design and invites us to evaluate alternatives aimed at a new distribution policy guided by a logic of rights and a break with the normative elements that relegate women to the care of the household.
