Abstract

The work examines the alternatives of planning for the development of the localities from the tourist field, emphasizing the changes of perspective from the top-down approaches and those that arise from the bottom up, therefore, it was intended to know the perspectives on a new approach to planning gestated and democratically agreed by the actors; applying surveys as a census to all representatives / leaders of 65 communities and one entrepreneur per community, describes the main perspectives of community leaders and tourism entrepreneurs regarding the need to plan tourism under a model that promotes collective work and the commitment of citizens to projects.
