Social development and the strengthening of the effective capacities of a given community are essential axes in the local perception of risk. In this sense, this perception is considered a relevant aspect in the context of disaster prevention, since it is complex to identify the dangers of the environment or take the necessary measures if this capacity is lacking. In this way, the category of social development is appropriately included, as it is a process of promoting the well-being of people in conjunction with a dynamic process of economic development. However, in conditions of latent threat of any origin, a society with low social development is considered, the risk to disaster is magnified because they do not possess the necessary tools to face the socio-environmental context that reproduces the situation. In the case of this investigation, the perception of risk, as a hypothetical scenario built by the urban inhabitants of the Jocay neighborhood of the city of Manta on the likely effects of a natural phenomenon such as floods are a determining factor of urban vulnerability. Based on a mixed methodology, with a qualitative and quantitative approach. This study concludes that risk perception and coping capacity are important for understanding indicators of social vulnerability and effective community response capacities.
