The changes dynamics observed in Ecuador’s higher education system have marked important changes in universities in the last decade. This work follows the lines of research from an external governance perspective, to make an approximation to the prevailing model in the Ecuadorian educational system during the period 2008 - 2018. From a systemic approach the term governance is associated with the capacity of the government to define the task of higher education institutions and the forms of internal organization to fulfill the role that allows it. The study in its first phase is documentary type eminently qualitative, based on sources of information on official websites of universities and various related organisms. It is complemented by an in-depth interview with advisors from the public universities of Pichincha, with the purpose of ratifying or qualifying the conclusions generated. The analysis emphasizes the principles of governance, autonomy, academic freedom, accountability, participation and institutional representation. The results show that the control mechanisms implemented by the State configure an eminently hierarchical governance model that impact in the responses observed in universities.
