Entrevista realizada al Doctor y Máster chileno en Jurisprudencia y Políticas Sociales, Javier Couso Salas, en mayo de 2020. Desde octubre de 2019, decenas de miles de ciudadanos chilenos se han organizado en protestas profesando su disconformidad por la desigualdad social a la que manifiestan estar sujetos. En este diálogo, Javier Couso explica las principales razones sociales, jurídicas y políticas que ocasionaron diversas disconformidades de varios sectores de la población chilena, provocando finalmente un estallido social. El experto detalla la idea de un referéndum constitucional, como una posible solución estructural a esta problemática chilena, así como el procedimiento jurídico y democrático al que se tendría que someter el pueblo chileno para que esto suceda.

This interview with the Chilean Doctor and master’s in law and Social Policies, Javier Couso Salas, in May 2020. Since October 2019, tens of thousands of Chilean citizens have organized multiple protests professing their disagreement with the social inequality to which they claim to be subject. In this dialogue, Javier Couso explains the main social, legal and political reasons that caused various disagreements by various sectors of the population, ultimately causing a social outbreak. The expert details the idea of a constitutional referendum, as a possible structural solution to this problem, as well as the legal and democratic procedure that the Chilean people would have to submit to in order for this to happen.
