COLOMA, Claudio    URCID-PUGA, Rodrigo. Looking for the Enemy: Political and Strategic Communication of the Mexican Government before the Russia-Ukraine War. []. , 37, pp.28-44. ISSN 1390-4299.  https://doi.org/doi.org/10.17141/urvio.37.2023.5976.

This article studies the messages of the Mexican government about Russia's invasion of Ukraine, from the perspective of strategic political communication. Statements of President Andrés Manuel Lopez Obrador and official press releases are evaluated through the method of discourse analysis, to determine the political purposes of the messages. The theoretical framework defines the following categories: strategic communication, political communication, and studies on war and its relationship with foreign policy. The empirical analysis is based on statements obtained from the official pages of the Mexican government between February 2022 (the start of the war) and May 2023. The main contribution of this study is to reveal the political use that the government has given to the war to contribute to its internal legitimacy. It is concluded that the government transmits its messages strategically, not neutrally, creating an arbitrary association between this war and the political situation of Mexico.

: discourse analysis; foreign policy; political communication; Russia-Ukraine war; strategic communication.
